Windows Vista Restarts Automatically When it is Shutdown

Hi, I hope you can help me. My dad has a Dell Inspiron 1525 laptop with windows vista home basic. He is having trouble with shut it down or putting it to sleep, sometimes when he or I try to shut it down or putting it to sleep it will restart. I have already restore it to the way we got it and updated the BIOS but it didn't help. Could you please tell me how to fix this.
