What do you do with extracted .tar.gz files?

Hi I have downloaded the latest version of some open source software as a .tar.gz file, and extracted the contents, but I can't find any instructions on what to do with them now? My existing version has an EXE and a DLL - how do I "build" these from the files in the .tar.gz file?
