lsass.exe System Error

Ok I got home from work and when I tried to boot my computer I get this Error
"lsass.exe - System Error" "Insufficient System Resources Exist To Complete The API"
now ive read into this alot and tried to boot many diffrent ways. The Problem is after the boot it shows my Windows XP Screen and then when it tries to load in I get the Error Message. If I click ok it restarts the PC. I have tried in safe mode and it wont even let me boot into safe mode. I cant do the recovery either and I cant figure out why I cant even boot in safe mode. If anyone has any suggestions that could help me to fix this problem I would appreciate it very very much thank you.
