Dell inspiron 6400 shorting out or dropping power

Hey All

Having a hardware issue with a dell inspiron 6400, so far i know that its not starting up wether the power is in or out or when powered of battery or off the power pack.

When turning lappy on, screen does not do anything the only thing that happens is the num lock is a steady green light and the caps lock and scroll lock is flashing.

Can anyone tell me what this means?
