Cannot Connect to iTunes

I cannot connect to the iTunes store. I have never been able to connect with this computer; I had a problem and had to install my library onto an external hard drive and begin using a new computer. iTunes installed on the new computer, and the library looks fine, but I cannot connect to the store, which means I cannot connect to a lot of my music. When I attempt to, the error message reads "iTunes could not connect to the iTunes store. Make sure your Network Connection is active and try again." When I run the Diagnostic in iTunes, it says that a "Secure connection to iTunes failed." I manually deleted the DNS cache as it instructs on the Diagnostic. I deleted and then readded iTunes to my list of accepted programs on Symantec Firewall. Windows Firewall is disabled. When nothing worked, I disabled the Symantec firewall. I still cannot connect to the iTunes store.
