Blue Screen With Stop Error

I have an HP tower with windows XP installed on it. The problem started when I went to turn it on it would not load windows and would just keep rebooting. I bought a new hard drive thinking it was a hardware issue but I am still getting a stop error code. I have tried using a windows CD to install windows on the new hard drive as well as the old one. I tried accessing Windows Recovery Console but I get the stop error code before it even prompts me for the Recovery Console. I tried using a bootable iso. of the driver for the old hard drive and I was not successful. I am not able to put the drivers on a floppy drive since there is no floppy installed on the computer. I am at a loss here. I ran a smart check on the hard drive in BIOS and it came back fine. I also ran MemTest86 and came back with no errors. I was hoping someone could tell me what is causing this stop error. I am at my wits end with this computer.

If you have access to a windows CD you may be able to do a repair install of the OS. First you need to get into the bios and set the boot order to boot from the cdrom drive first.

On H-P computers to access the bios you press F1 or F2 while the computer is starting up.

I actually have tried that and it will begin to load the windows CD but before it prompts me for install or recovery it come up with the that sopt error code.
