My Dell laptop has had an intermittent problem of late. Usually if I shut it off and reboot (usually takes three tries) all is normal. Tonight I quit when I finally could read the error message.
Can anyone explain what this all means and is it repairable?

A little more background for you. BEFORE the stop code; I would get a large spectrum of vertical and occasional horizontal colors, sometimes followed by the indiscernable stop code, other times it would just go black. Sometimes I'd just get a white screen with pale vertical lines and then it would go black. I was happy to finally get a readable screen with the stop code. Other times, it would go into windows without a problem. So far this afternoon, I have tried booting it up six times, the last time asking it to go into safe mode. I still had the assortment of colors until it went into safe mode. I took the information on the laptop from a log file from Belarc last month 2.00 gigahertz Intel Mobile P4-M 8 k primary memory cache, 512 mb RAM 29.97 usable disk space 15.22 free space.
I'm really hoping this is a software not a hardware problem.

If I download the file mentioned, can I run it in safe mode?

Avira is the anti virus program and using Windows firewall and the hardware firewall in our router.

Are you saying, that you're getting those colored lines as soon, as you power the computer up, but they're not present in Safe Mode?

Not quite that simple, whatever the laptop wants to do. There were times when I tried to get into safe mode but couldn't get beyond the colored lines in order to read anything. I'd just have to power off and retry in a few minutes. The laptop is totally unpredictable. Right now it is on and appears to have no problems but I can't say if I were to reboot it, that the problems wouldn't resurface. I was hoping the stop code would somehow give me a clue as to hardware vs software.

I have word 2007 on the laptop and I have no knowledge as to how to really use it. Is there a way I can attach a file to the forum? When I do a copy in Word, than paste onto the forum page, it looks just as unintelligible as notepad.

Thanks for being very patient. I went to Windows and found two folders. There isn't anything listed in the folders. I checked to see if hide hidden folders was unchecked and it is. Also I noticed the date on the file as being in 09, which is prior to my acquisition of the laptop. I am beginning to think that the problem must be caused by physical damage to the laptop as the problem is so unpredictable. Just booted it up, started normal, all display went tetris like, than disappeared. 2nd try normal boot. I tried to access the internet, display went black.

Make sure, your crash settings are correct...

1. Click Start, point to Settings, and then click Control Panel (Start>Control Panel in Vista).
2. Double-click System.
3. Click (Advanced system settings link in Vista, then --->)the Advanced tab, and then click Settings under Startup and Recovery.
4. Make sure, there is a checkmark in Write an event to the system log.
5. In the Write debugging information list, click Small memory dump (64k).

I am inclined to believe that the cause of the problem is with the hardware, not software. I would do the following:

Download Puppy Linux from my list of links below. Download "puppy 2.16.1 seamonkey fulldrivers.ISO". Burn the ISO file to create a bootable CD. For the CD burning download and install BurnCDCC from my links. It is a very simle program used only for ISO files burning. Boot the computer with the new CD. Use the default setting except for choosing screen resolution of 600x800 when given the option to do so. After the program is loaded click the icon that looks like flash disk. This will open the file system and will enable browsing your folders. Try to open and close folder and files and report if the computer is stable.

The purpose of the this test is to see if the problem is hardware or software related. If the problems persist under Linux then you have a hardware problem, which can be a faulty video card, faulty monitor or monitor connection, overheating CPU, faulty RAM etc.
