Restoring xp to factory settings

I have a vpr matrix 2.4 with xp installed on it..it was my grandfathers computer and he loaded it with a bunch of useless programs that are killing the speed so i would like to wipe everything except the OS at it's factory settings i tried doing a system restore through the help portion of xp it would not let me back it up to it's original factory settings so I tried the whole F11 thing and that just brought up a box asking where i wanted to boot my computer from either hard drive - cd rom - or something like APAITA i'm not sure i would appreciate any help
