When installing office 2007 get error Setup cannot find Office

When installing office 2007 get the following error on vista home premium "Setup can not find Office.en-us\msvcr80.dll. Browse to find a valid installation source and then click OK". Tried different CD's and product key is not a problem. Run the Norton removal tool just in case there is a bad install and again no luck.

Solution's involving the msoxmlmf.dll file is moved from c:\program files\common files\microsoft shared\office 11\msoxmlmf.dll to c:\program files\common files\microsoft shared\office 12\msoxmlmf.dll have not worked. Actually this file does not exist on either directory and copying the file there does not help.

any thoughts welcome.
