XP won't shut down or restart

For quite a while now XPSP2 hangs on "windows is shutting down" and won't turn off both when i try to restart or shut down. I must hold the power button down for it to shut off. I tried to reinstall XP with the repair option on but that didn't fix this problem. I ran windows update after i reinstalled XP. The computer seems to shut down fine in Safe mode and in the xp64 dual boot OS.

I get these errors in eventvwr around the the time i shut the computer down:

The CAILI service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

and

Timeout (30000 milliseconds) waiting for the CAILI service to connect.

Everything else seems to be working but this is driving me nuts!

Any suggestions?

you can go to start, my computer, right click, manage and view the event viewer and look for details at the time of the event, then right click, properties and see additional details. You can also send a report to M$ and view their knowledge base for additional clues as to what the cause may be.
