Hi, I recently put windows 7 on my computer and I forgot to trasfer over some text files, so, I used tune up utilities 2010 to restore the files, but now a few of the files work and some of them have a bunch of foreign letters. From the character maps and such. Here's and example:

n)wVI/P6a!DzSZ#e5̲l>+ëȅQLEU!PF(1IRECBBծv=N
? xcm/t64eCbK$
z ,;7X9[ yc-aM6g{s:Sg=J֑;!ݜ=GT

I'm wondering if it's possible to change this back into regular text. Ty.

It isn't.
I presume you've done what's called File Recovery on the drive, which is an attempt to recover what you've deleted?
These utilities aren't perfect. The files have been partly overwritten by your Windows 7. They will now be pretty much unrecoverable. Hope they weren't too important.
