open submenus with click instead of mouseover?

my computers not the fastest so when i mouse over something with a submenu, it'll stall for a few seconds while it opens the submenu and its annoying because i have to be careful to avoid opening submenus by mistake. (for example when i right click on a file and it'll bring up the menu and i go over the "send to" option as i make my way to "delete" it'll stall while it opens the "send to" submenu)
i know you can do it for the start menu but i wanna do it for all menus, thanks
