just got windows 7 and am having issues

I have issues with my windows 7 when trying to download programs off the internet such as Java or when trying to open
attachments from my email. I was sent a few notes for my kids school programs, and can't get them to open.
I click open attachments and nothing happens. I tried to save them as well and nothing happens.
Is there anything that could be causing this? How do I fix it?
I haven't even had the computer for a week and am getting very frustrateds with it already.

What security programs are installed with your new computer?
Also what email program are you using.
And what programs have you installed since you started using this computer.

I have avast as my security......and the only things loaded on here right now is the Sims 3,yahoo messenger,DAP,my printer/scanner, and any programs that came with the computer.

That is of interest if these are security programs.

Mainly it sounds as if this is true-
Is there a child safety lock program on the computer.
I suppose you downloaded Avast and installed it off the net.
If that's true then other downloads should work.

Possibly within DAP is where settings are not right.
You could uninstall it and try downloading normally without it.

Have you changed the UAC settings?
That is a popup that asks if you really want to do what you are trying to do.
An annoying little gripe. It can be turned off.
Type UAC in help, and it will give a list of items.
One will be how to turn it off.

Dap and UAC could be conflicking.
