missing app for downloading photos to e-mail

what program should I use to attach photos to e-mails? I think it got removed when the system got restored,possibly.

Attaching photos or any other type of file to an email does not require any application other than, of course, an email client. You just click "attach' in the message window's toolbar and navigate to where the photo or file is located, then click 'OK'. Or, as you say, drag and drop it into the message window.

Are you saying you are not able to do this?

yep. I can't do any of that. I switched to several browsers and still can't do that.

Sounds more like the attachments option in you Internet browsers options has been unclicked.
Try going to Tools and then to options. Go to advanced and see if Allow Attachments is checked or not. If not then check it.
