New hardware and installing/rebooting

I have a dell inspiron 1505.
I just purchased a new hard drive and I was trying to install it. At first I was having issues rebooting it but I finally got to the blue screen. While it was almost done my computer died and turned off. I connected my charger and turned it on and now all i get is "error loading operating system" and nothing is working. I have pushed f2 and f12 and after trying all the options, it returns to the black screen with the same message. i need help?

Just a couple of things I would like to know to be able to help you

The reason for replacing the drive

IDE or SATA drive and size

Do you have any recovery disks ie operating system and drivers disk from Dell

Is the new drive being detected in the BIOS

( error loading operating system )
New hard drives need to be partitioned and formatted

Looks like a failed install. Start the install over and format the drive just like it was a new drive again.
