When I select a link to "Open in a new tab", that new tab opens in the background. How I can I make them open automatically in the foreground as the active tab?

I have done some research, and I'm absolutely baffled. Every single topic I have come across says the exact opposite of what you are saying, that the new tab is always brought forward as the active tab, and furthermore I have found that this cannot be changed. But somehow, it has been on your browser, I don't know.

I used Chrome as my main browser for quite sometime, and still have it loaded. It brings new tabs to the foreground, not background. I have checked in the options menu, and there doesn't seem to be an option to change this.
