System makes a loud pitched sound

When I try to turn on my PC it makes a loud pitched sound and the screen sits at the Compaq logo. It started when I plugged in my I-pod and got a power surge error. Ever since I have not been able to power up. I unplugged and reseated everything but still can't get it to boot.

Check PSU fan and cpu fan to make sure they are turning. It sounds like maybe a stuck fan.

Thanks RS, but both fans are spinning and seem to be ok. Would the fan not working prevent the system from bootingn though? Any other thoughts?

System not booting is another issue.
Have you tried to boot into Safe Mode or Last Known Good Configuration?
I believe you have to click the F2 key to get to the Advance Boot Menu for the above choices.
