Dell desktop won't launch Windows XP

Instead of Windows launching I get an error message telling me there's a problem and I should chose between "Last known good configuration" or "Start Windows Normally". Neither option works. No matter which option I choose it keeps atking to the same error page. Dell online tech support says I should tap F12 several times at the Dell splash screen to run a diagnostic, but all I get when I do that is a "Boot Device Menu" and diagnostic is not an option on that menu. Any ideas?
