Won't start up in any mode

My HP mini won't start up in any mode. There is no CD drive, so I cannot try reinstalling Windows. It starts booting up when I click start in safe mode, but then it freezes in the early part and just sits there. In normal mode it just keeps trying to reboot over and over. What do I do?
