A few ?s, Recycle Bin, Normal or Not?

I have a few different questions, hopefully they have easy answers... :) Cheers ~Niki

1.) I accidentally deleted one of the recycle bins, within the recycler, not the icon, and now I can't delete the files that are in it.

2.) Somehow I deleted my "wscsvc" file, how can I obtain a new one?

Are these normal and/ or legit files/programs???

Inspecting my pc, I noticed these files with crazy long addresses, is this normal???

Ex:
C:\Users\Nichole\Local Settings\Application Data\Application Data\Application Data\Application Data\Application Data\Application Data\Application Data\Application Data\Application Data\Application Data\Application Data\Adobe
