If you mean disc format as opposed to file-format, it's usually DVD+R irrespective of country, but a lot will also depend on the age of the player, since very old ones will refuse to read anything other than commercially produced discs.

no. I ment writing format. how do i make sure my program is writing in the right format so the dvd will play in my home dvd player?

DVD format is DVD format. The media is what you should be worried about. DVD-R is the most universal, most older players will not play +R discs.
