Can't Connect to the Internet

I can't seem to connect to the internet anymore. One week ago I had no problem, now nothing. I have tried to do a system restore and that did not help. I can't download any anti-malware program due to my problem. I also tried to download in Safe Mode. Firefox would not come up, but Explorer did. I tried to download a few things, but I could not download anything.

I have gone in to Dial up and network connections, and it is connected to the internet, but I can't get a browser up. I am running XP if that helps.

I did look through the forums and did not find anything that matched my issue exactly.

Any help would be appreciated.
