iTunes Could Not Connect to the iTunes Store

I have iTunes installed, and each time I try to connect to the iTunes store i recieve the message:

iTunes could not connect to the iTunes store. The network connection was refused.

Make sure your network settings are correct and your network settings are active, then try again.

Being as inept with technology as I am, I have no idea where to start.

I'm running Windows XP. Any suggestions?

I'm not sure what version of iTunes you are running, but you should be able to go to Help -> Run Diagnostics then select Network Diagnostics. Give that a go and paste the results here.

I see that you are using a proxy server. I've seen that cause problems with iTunes connections before. Is there a reason you are using a proxy server?

Can you navigate in Internet Explorer to Tools -> Internet Options -> Select "Connections" tab -> Settings and see if there is a check mark in the box that says "Use a proxy server for this connection"?

It looks like the Windows firewall is disabled, are you running another firewall?
