Removed rogue virus, now cannot access programs and registry

I am currently running Windows Vista, and my brother was downloading yesterday on my computer. When he was done, I was getting toolbar flashes and pop-ups from Antivirus Vista. I ran Norton on my computer and it removed several risks (incl Trojans, etc). When I went to click open IE, I got a pop up asking what program I would like to use to open this file in. I then ran Malwearbytes (Anti-Malwear Software) and found another 23 files.

Now all the files are running clean, but I still cannot access IE (using Chrome right now), all of my programs are being prompted to choose which program I want to use to open them, and my RegEdit is no where to be found.

I tried your steps in the "Malwear and Spywear Cleaning Guide" but cannot get past downloading since it doesn't recognize how to open the program (same msg "Choose which program you want to open")

Pls help!
