Monitor not turning off

Re built XP on a new HD, Original Licence for the XP was bought 3 years ago.
Installed XP then had MS download updates ( over 125 of them) Now XP running Ver 5.1 (build 2600 xpsp_sp3_gdr.091208-2036 :Service Pack 3)

Problem
Monitor will not turn off after a select period of time. Regardless of the selected time to turn it off.

The action I took:
From the control Panel > Power Options I set the "Turn off monitor" to Selected : After 1 hour ( then depress buttons: "Apply" then "OK" ) however it always turns off
after 20 min. of inactivity. It will stay on as long as I am using the system (either mouse movement or use of the keyboard).

Any help to resolve would be appreciated.
