Cannot run .exe files

okay so, my computer started acting strangely today so i decided to run a system scan with panda antivirus pro 2010. it detected and deleted 1 spyware and then didnt find anything else. well now anytime i try to run internet explorer or itunes or anything, the "open with" window appears with a list of programs. not knowing what to do, i tried opening control panel - system to try and do a restore to a previous date, when i click system, it says cannot run "rundll.exe". i really do not know what to do, any help would be greatly appretiated.
