Laptop not working after XP reinstall

Hi

I am having trouble with my "Toshiba Satellite M115 - S1061" laptop since getting it back from a (so-called) repair guy. I'm pretty disappointed to begin with because I took it to him to repair and got it back with the hard drive reformatted and blank. I lost everything that I had on there. The trouble that I'm having is that I initially tried to access the internet and couldn't, so I looked in the device manager to find 5 devices in there listed with the yellow exclamation.

Here are the 5 that are bad:
audio device on high definition audio bus
Ethernet controller
modem device on high definition audio bus
SM bus controller
video controller (VGA compatible)

The device status says this:
The drivers for this device are not installed. (Code 28)
To reinstall the drivers for this device, click Reinstall Driver.
After the wizard runs, it says that nothing was found and nothing installed blah blah... so does anyone have an idea of what I should do now?

Also, if anyone knows if it is possible to get my information back that was erased, I would appreciate input on that as well.
