Graphic card issue?

I have a Dell Prescion 350 with windows 2000 xp professional that has a nvidia 6800 series graphics card installed in it. When i load windows it has like green spots all over it and when im on the internet when i scroll down its like the screen freezes for .1 of a second then gos down like its lagging or something like that. Any advice is greatly appreicated!
