Windows xp won't restart

hello, when i put my computer to restart it goes to the blue screen saying windows is shutting down, then it goes to a black screen and stays there. Sometimes I can restart it using the power button on the hard drive and other times i cannot. what could be the problem?

Also, the cdrom does not read certain disks...for example antivirus program cd but it does read dvds and music cds.
