Internet Connection Obscenely Slow

So I have a home network of four computers using a Netgear WPN824 router and a Westtell wirespeed modem. Anyway the internet connection is ridiculously slow, like ~9kb/s slow. And it gradually gets slower as a download progresses. Speedtest.net tells me my download speed is .6mb/s. Obviously this is not the case. I don't torrent (anymore) so I doubt throttling is an issue and the other applications running while a download is going shouldn't cause this much of a slow, right? They're usually just AIM, Zune and Chrome.

Anyway I just want to get it to a usable speed. I'm out of ideas.

Edit: Downloads are significantly faster when using Firefox, but still only ~65kb/s, not 600.

Power cycle both the modem and router by disconnecting both from AC power for 30 sec. Plug the modem in first, wait 60 sec then plug the router in.

If the above does not increase speeds, connect one PC directly to the modem and see how it works.
