The Make and model of the computer would help. Does the computer beep when it starts up? Then you know that the bios will make sound. The next step is to check in "volume control" to make sure all setting are correct. Anything muted or set real low in volume control? Did you check it "options" to see what is checked there? Have you tried any other speakers? What does it show in device manager for sound? Lets find out what it is.

Here is the chart for diagnosing sound problems. I think you are already at the point where you need to buy a sound card and install it. When the built-in motherboard sound does not work it is time to add in a sound card.

Have you checked your speakers? Try a different set of speakers.

If you need a good sound card ,this is the best deal.

Get the right drivers for you computer. Be very specific and install the audio drivers of the model of that computer. Say if you have an acer 4500 laptop, enter "acer 4500 laptop drivers" in google. Get to the website and find the audio drivers. Some computers may require you to restart after the installation. Or make sure you computer is virus free. Some viruses attach the sound control and you may think that your sound card is messed up. :)
