msconig .exe is infect and in quaranteen

My friends computer was infected with Vista antivirus, after doing research I came across a fix (using otl) to delete it. The vista antivirs is now gone, however I was unable to run malwarebytes or any other malware programs. I scanned the system using avast anti-virus and discoverd that msconfig.exe is in quaranteen along with a few other .exe files. Is there a way to get these files release.
