No boot from WIN XP cd

I thought I had a cdrom problem and changed out the hardware with two different units. If I attempt to boot from my Windows XP cd, it gets to the boot from cd which is usually followed by press any key to boot from cd. Only my system hangs at the first part. The only way to get out of it is to manually power off. Since changing cdroms didn't help, I tried booting from my old Win 2000 cd. That one works just fine. How do I troubleshoot and/or correct this?

This would indicate that the XP cd is bad or scratched since you can boot with 2000.
