problem to assingning ip address

Hi friends
whenever i try to assingn ip address to my machine or try to change any lancard settings it ask for restart & after restarting changes doesn't take effect,i have tried through commandline to assingning ip but no use,i have also tried repair setup but problem remains the same, plz help

Is your PC connected directly to the modem or do you have a router?

Does your ISP require a username and password, as PPPoE connections sometimes do.

What operating system are you using?

For 99% of us there is no need to change any of the default network setting while in Windows.
