DVD would not record

I attempted to record my music on cd and got an error message to insert a blank cd in the drive although i have repeatedly inserted the new disc it still comes with the same error message. I then went tothe system manager to troubleshoot the system and got the message that the DVD writer is working properly, and i could play a music cd and a DVD movie witout any problem but still cannot record a cd/DVD.

Operating System:Windows XP media centre (purchased from Dell)
DVD/CD-CD drive: HL-DT-ST DVD+-RW GWA4164B
Roxio DLA : Version 5.2.0
New CD purchased: Philips CD-R 700mb 80min 52x speed (error message - insert blank cd)

Kindly help me addressing this issue
