set to default and now won't boot up

Had a friend that had her windows security would not stop popping up and said it detected a virus. Then it wanted her to purchase an anti virus (from windows) I added avast and took down a bunch of stuff she did nto need. did a system clean on c drive, still could not get the pop ups to stop. I went into shut down and did f went to bios setup utility and selected setup defaults across the board/ main advanced security boot. Now it will not boot up. I tried in safe mode safe mode with commands and normally start up, it runs the cycle then says it could not start and tries over and over...can't get to the start menu or anything else.......any help please
