High CPU Usage on Window 2003 Server

I have a consistent high CPU usage on my Windows 2003 Server (somewhere between 40% and 50%). An IIS Reset is the only thing that cures it for a while. But I noticed that in Process Explorer, if I click on a w3wp process, and right click on it, go to Properties, I click on the Threads Tab and see the same kind of thread that is the culprit every time.

It says: kernel32.dll+0x2b6e0

I usually see 4 or 5 of these in the thread, each taking up about 9% of the CPU Usage. Any ideas?
