hardware related issues grafix card....and monitor

my pc wornt start up for no reason with my new grafix card installed in the pci e port...its a nvidia e 8400 gs basically...i dont know if its the cable connecting monitor to grafix card or the card or the port (pcie)....i am really frustrated right about now, cuz i really want it to work,and i am a newbie to this site and thought that i just might get the needed solution.......so any one please help me......another thing is that my computer brand is a dell dimension 5150...idk if the model limits expansion for some reason...it came with a pretty [bleep] ati radeon x 300 128 hyper memory.....and i want to up grade...so yea basically thats it...please help me ....Please anyone.....ohh the monitor stays in standby, with the cpu coming on like normal, the fan every ting comes on even on the card. Not even the keyboard the mouse or hearing the windows start up sound as if its running in the back ground.....
