Unusual Dell laptop Ctrl/F11 repair issue

Ok here we go....
1 year old Dell laptop i purchased for my son, the Inspiron 15 model running Vista basic. I just picked it up after my son has played with it trying to repair whats wrong for 2 weeks! (Oh no!!!!!!!!!!)

Right away I google how to restore the factory settings....
Bingo! Ctrol F11......

Repair.....

Leave it for a couple of hours, its off when I get back......

Tried for a few more times, then F8 on startup, "Go to last known succesful startup (i think))

Nothing.....just keeps trying to boot...but never gets to desktop....

I would be happy just to get it running..... Any and all ideas appreciated....

Vista recovery is usually easier to do by pressing F8 during startup, and selecting "repair my computer". Log in as a user on the machine and there should be an option, "restore my PC to Dell default configuration" or "factory settings" or something like that.
