HELP DELL MINI 9 Error 2147023174

My Dell mini 9 is giving me an error code:2147023174 I can no tget into any program or the internet it gives me this message once it gets to the desktop and tells me to restart my computer. I can not do a system restore or anything else I am working of of another computer right now. Can anyone help me?
