PC wont boot

i got a new PSU for my pc when the last one died., when i press the power the fans spin and the light on the mobo lights up but the dvd or hardrive wont boot. can anyone help?

Assuming everything's plugged in, possibly dead board.
What is the make and model of the machine please?
