Computer Wont Turn Off

It only recently started doing this. But there are sometimes when I try to shut my PC down and everything but the fan and lights would turn off. The monitor shows nothing but it looks like my computers on. The only way to get it to completely go off is by unplugging it or flipping the switch. and if i do that my PC wont come back on when i press the power button I have to wait a minute or 2 before it comes back on. ***It doesn't do this all the time.** Please Help!!!!!

Have you overclocked??? I Overclocked my Sempron processor to 3.5 GHZ and it took 3 minutes for the monitor to come on. If you have, try going back to normal speed.
