User Accounts does not work from Control panel...

I'm not able to access User accounts from Control Panel.

Anyways, for some reason when I click control panel and click on user accounts nothing shows up! Like, I'd click change an account and a window will pop up but nothing appears on that window. It's blank. Or when I try another way to pen user accounts is to click start menu. Then I'd click my user accounts picture, but when I click it, a window pops up but it's also blank.


I just need to access my accounts so I can add a password to my account.

Any help is great.
