Looking to speed up the graphical procession power on my laptop, which is otherwise well specced, however the performance rating on the experience index is dragged down by the poor Windows Aero score (attached).

Would overclocking the GPU make any difference to this and is my particular model suitable enough for a stable overclock? (ATI Radeon HD 3200)

Also, would it be worth doing the CPU at the same time? (AMD Athlon X2 QL-64)

4GB RAM
ATI Radeon HD 3200
Running on Windows 7 Home Premium

Personally, I think you're just asking for trouble. Laptops usually aren't well known for running cool anyway, and with an overclock... I don't think you will get enough of a performance increase to justify the risk of overclocking your lappy.

What model is your laptop?

Depending on the hardware, software, and the BIOS in question, it may be possible to OC the integrated HD 3200.

I would not try nor suggest overclocking the IGP, but PowerStrip 3.8, Rivatuner, or the native Catalyst Control Panel may assist you.

OC equals more voltage...more voltage equals more heat...more heat equals system instability unless you are able to dissipate the added heat...you can do this in towers by adding more fans but not with a laptop

Wait... I'd actually say... probably not a good idea. To be honest, are there updated drivers? They may help some. Other than that, it's pretty much assessing the capability of the graphics purely to run aero for that 3.9 score, the 3D gaming score is quite respectable for a laptop. What exactly do you intend to achieve? Define this: "speed up the graphical procession power"
