Windows Vista Antivirus/Runtime Error

I have been running Windows Vista for about 2 to 3 years now, and it has been plagued with problems since around May of last year. Recently, I was having problems with my Antivirus software and opted to do a complete removal and re-installation. When I went to install AVG Internet Security 9, I was told that there was an error with the Microsoft Runtime Redistributable Kit error message. I tried installing Avira Free, and was given the same message. Every good antivirus program I have tried has given me this message. Does anybody know what is causing this? I had not had this error until now. It has suggested in certain installations that this is an error caused by a running update, when none are running.

I will record a video of the phenomenon soon.
