Windows will not start successfully

There was a brief power outage while my computer was ON. Now I can't start up the computer. Windows loops with the following message. "We apologize for the inconvenience,...Windows did not start successfully" None of the options work. I have read alot of the posts about using a windows XP installation disk. I don't have one of them. I do have 2 recovery disks that came with my computer. I can't get the computer to boot using a CD. Need help.
