System Restore Won't Work

a few weeks ago I used a registry cleaner. I think it screwed up my computer. Whenever I reboot now, the welcome screen is in giberish [looks a little like "wingdings"], not english. The "start" button is also giberish. I can bring the start button back to english by going to control panel and changing the computer theme, each time I reboot my computer. The bigger problem is that my system restore is not functioning. the flag reads "system resore incomplete, nothing has been changed on your computer". I have run various spyware programs including pest patrol, and the new Beta Microsoft Spyware program, so it's not that. I have run various fix applications from system mechanic & Norton, and whatever the problem is, it does not show up. I am running Windows Xp Home edition, with Windows Professional Xp overlaid on it. Any one ever have this happen and know the solution?
