Start Button and Taskbar Freezes at Startup

Hi! It's me again.

I've just recovered from a virus infestation and I've noticed that now it takes at least 5 minutes for the start button and taskbar to respond. I can use programs by clicking on the icons on the desktop. When I hover, click or right-click my mouse over the taskbar, all I get is an hourglass icon. The clock is also frozen.
Ctrl-Alt-Delete is also NOT working. Alt-Tab works though.

Everything goes back to normal after a while though. I timed it at 5 minutes minimum.

Is this a virus attack? Or was my windows damaged?

Please help. I don't want to format my pc.
