shared folder over internet. VPN?

I have to set up a local computer with a shared folder that can be accessed by remote users.

I want this to work so that the remote users have the shared folder/folders as network drives.

I am thinking a VPN is what I need but i want to make sure I have the right setup.

I don't know yet how many users I will have but it will be 10+ all will need read and write access.

effectively I need windows file-sharing over the internet to limitless users?
