IBM Model 83155BU that continues to recycle without bootup

This IBM Model 83155BU desktop unit never boots-up, but instead just goes in circles to mode screen - choice of startups when machine was not properly shutdown - but never actually boots up. I have never seen anything like this - hard drive, memory, etc. okay as checked in other units. Data on unit is as follows:

Intel ® Celeron ® CPU 1.8 GHz.
System BIOS shadowed
Gives error message - 0162 Configuration Error
Serial # KLNRA4Z
